Christians and Bible-teachers, why are there some books mentioned in The Bible ...?

in the time of the RCC the council of niacine they did what was based on populatiry vote of the scriptures.Alot was left out. this is why I read the bible as a history book & learn from the lessons as well. I also read the Quran & book of mormon. We can learn from other tribes& nations with God speaking through them.Whom are we to limit God ?
